As you point out, Europe already has the infrastructure in place to address all these concerns through a Green transition - much like China has already done to withstand any embargo resulting from an invasion of Taiwan. Maybe this will kickstart the implementation of its lofty goals. After all, Europe has traditionally moved forward only in crisis.

Your last question, though, is misleading. The real question isn't whether Europe can undertake such a project. It is, what other option does it really have?
